The sets out how Tasmania鈥檚 new youth justice facility will operate. It focuses on:

It supports the and the Youth Justice Model of Care, which aim to reduce the involvement of children and young people in the youth justice system through early intervention, prevention and diversion, with detention as a last resort
For the small number of children and young people who require secure accommodation, the draft Facility Model of Care aims to create a therapeutic, trauma-informed and culturally safe environment.
Evidence shows these approaches are most effective for helping children and young people in detention to address their offending and turn their lives around, which keeps our community safer.
The draft Facility Model of Care was informed by consultation with children and young people, people with lived experience and subject matter experts.
Between 27 February 2026 to 17 April 2026, we released the draft Facility Model of Care for public consultation. We invited anyone with an interest in Tasmania鈥檚 future youth justice to provide feedback, with the option to provide a submission, an audio or video recording or a response to a survey. We also engaged directly with people with lived experience of Tasmania鈥檚 youth justice system, community sector organisations, Tasmanian Aboriginal organisations, experts, agencies and independent oversight bodies.
We will use the feedback to help shape the final Facility Model of Care, which will be released by mid-2026.
The final Facility Model of Care will provide the basis for the development of practices, policies and procedures for the new Facility.

Submissions
Submissions to the consultation process are currently under review.
Other than indicated below, submissions will be treated as public information and will be published on our website in accordance with the Tasmanian Government鈥檚 Policy on the Publication of Submissions.
No personal information other than an individual鈥檚 name or the organisation making a submission will be published.
Submitters were requested to indicate at the time of making their submission if they would like the submission to be treated as confidential, whether in whole or in part, clearly identifying the parts of the submission requested to remain confidential and the reasons why. In this case, the submission will not be published to the extent of that request.
